Walk the stretch of Sunset Cliffs Boulevard between Adair and Osprey streets on any given weekend and you will find caution tape strung across what used to be open trail, a scattering of people stepping around it anyway, and a pedestrian path that has been quietly rerouted into the bike lane. Cyclists move into the traffic lane to avoid walkers. Walkers duck the tape to get closer to the eroding bluff edge and the ocean below it. Nobody seems to remember when this stretch worked the way it is supposed to.
If you have heard anything about a fix, it is probably the $32.59 million seawall the city presented at a packed meeting in May. That project is real, and it is worth understanding. But it will not touch the reason most of this park keeps crumbling, and the reason has nothing to do with waves.
What closed, and why
The current bottleneck traces to two specific failures. In January 2026, a section of bluff near the Sunset Cliffs sign gave way, taking out the protective railing that had been there. Kimberly Wender, the project engineer from Dokken Engineering who has been leading the city's design work, told residents at the May meeting that the collapse "took out protected rails" and, simply, "that's gone today." Then in April, a second section broke off near the Arch, a spot popular with cliff jumpers, prompting an SDSU geology professor to note that the sandstone here is roughly 75 million years old and fractures naturally as the earth shifts and waves crash against the rock.
Neither collapse was a surprise to anyone who has watched this coastline for a while. Both are the reason the current detour exists, and both predate any seawall plan by months.
The project everyone is arguing about
The Sunset Cliffs Seawall Improvement Project targets a specific 335-foot gap between two existing concrete seawalls near Spalding Point, roughly the same stretch now wrapped in caution tape. The design combines a 205-foot tieback wall with a 130-foot secant pile wall, drilled 60 feet into the bluff. At an estimated $32.59 million, that works out to nearly $100,000 per linear foot.
The project has been in the works since 2022, when the city first found as little as 12 feet separating the bluff edge from the roadway in places. What has changed is the price tag. Ahead of the May 12 meeting at the Point Loma/Hervey Library, OB Rag editor Frank Gormlie urged neighbors to show up and ask city staff directly why a project that had once carried an estimate under $8 million was now priced at $32 million. That question was part of what fueled the 30-plus questions the city fielded over the meeting's hour and a half.
The deeper friction is not about money. Sunset Cliffs Natural Park operates under a city-approved master plan with a vision statement calling for a park "free from the effects of man," where visitors can watch "the geological process" of erosion unfold rather than have it engineered away. A concrete wall driven 60 feet into the bluff sits uneasily against that language, and it is the argument local advocates keep returning to whenever the project comes up.
One resident at the meeting proposed an alternative worth noting: an artificial reef offshore, which he argued could cut wave energy by 75 to 95 percent and slow the same erosion without a permanent structure on the bluff. The city did not adopt the idea. The seawall remains the recommended approach.
The erosion the seawall does not touch
Here is what the seawall debate tends to skip past. Most of the ongoing erosion at Sunset Cliffs is not primarily wave action against the toe of the bluff. It is storm-water runoff pouring over the top. Advocacy group Save Sunset Cliffs has documented this for years: the existing drainage along the park is little more than curbing, unable to handle the volume and velocity of runoff coming down the streets that spill onto Sunset Cliffs Boulevard from the Point Loma hillside above. That runoff saturates the bluff from the top down, a different failure mode than a wave chewing away at the base.
Times of San Diego contributor Steve Anderson, who rides this stretch by bike regularly, made the same observation after the May meeting: the seawall would guard against coastal erosion "even though most of the erosion can be attributed to runoff." The fix for that problem sits in a separate initiative, the city's Coastal Resilience Master Plan, which took effect in 2023 and includes drainage upgrades along Sunset Cliffs as one small piece of a much larger citywide document. It was barely mentioned at the seawall meeting. When a resident asked about parking and drainage improvements near the project site, city staff clarified those fall under the Coastal Resilience Master Plan instead, a separate and distinct effort from the seawall itself.

What this actually means for your route

There is also a second change worth knowing about before it happens. Anderson's own account of the route put it plainly: "most people opt to ignore the signs," which means slower, more crowded passage through the closed zone regardless of which side of the tape you are on.
The read worth keeping
The seawall will eventually address the specific 335 feet of bluff it was designed for, assuming the remaining construction funding comes through on the city's timeline. It will not slow the runoff eating away at the rest of the park, because that was never its job. The two problems are being handled on two different tracks, at two different speeds, with only one of them getting a packed room and a public fight.
